West Plains, MO. – Winter clothing is a NECESSITY to living in the Ozarks. Howell and the surrounding counties in south central Missouri average double the National Poverty Rate (the national rate is 12% while Shannon County is at 21.8% according to the U.S. Census Bureau), being able to stay warm in the winter is a struggle for many here in the Ozarks.
