Mountain View man arrested following a stand-off with authorities

West Plains, MO. – A Mountain View man was arrested Sunday morning following a stand-off with authorities. The incident occurred shortly before 3 am on April 23rd on County Road 3370. Howell County Deputies were attempting to serve a felony arrest warrant to Scott Barnett II for 1st Degree Domestic Assault and Stealing $750 or more.

Upon the deputies’ arrival, a firearm was discharged from the area of the residence. Using their vehicle P.A. system, authorities asked the wanted man to exit the building, to which he refused. Howell County S.W.A.T. was deployed at this time following a threat assessment.

After multiple Crisis Negotiators attempted to talk Barnett out of the home, a type of tear gas called CS Gas (2- o-chlorobenzylidene malononitrile) was deployed into the residence, causing the suspect to leave the building, and was placed under arrest.

In addition to the aforementioned charges, Barnett was placed on a 24-hour hold pending formal charges for Unlawful Use of a Weapon.

The Howell County Sheriff’s Office stated in a post on social media that they would like to thank the West Plains Police Department’s Strategic Response Team and Crisis Negotiations Team, Mercy Ambulance, Howell County 911, and Peace Valley Fire Department for their assistance in resolving this incident.
