The Martha Vance Samaritan Outreach Center (MVSOC) was founded in November 1988, in a small house on College Street. Back then, they could provide only six or seven beds. The shelter began as the vision of Father Charles Wallis, rector of All Saints Episcopal Church, who collaborated with local agencies and the Ministerial Alliance to meet a growing need: a place of refuge for the unhoused.
As the need for support in our community grew, so did the Outreach Center. Today, the MVSOC is located at 715 Missouri Avenue in West Plains and provides shelter for up to 40 individuals, including men, women, and children. It is a registered 501(c)(3) nonprofit dedicated to offering not just a roof—but also resources, support, and hope.
Speaking with Executive Director Lori Concepcion, her compassion is undeniable.
“I’ve witnessed countless success stories—stories that wouldn’t have been possible without consistent services and the community’s help. We’ve reunited families, reconciled marriages, and helped individuals reconnect with their parents and siblings. We guide people toward housing, employment, social services—whatever they need. That’s our mission.”
The MVSOC is the only homeless shelter within a 100-mile radius that offers completely free shelter to those without income—no rent, no program fees. Residents can stay for up to six months. During the cold season, they also open as a warming center on nights when temperatures drop to 15°F or below, space permitting.
Beyond shelter, the center offers case management, job training referrals, mental health support, and housing assistance, all with dignity and compassion.
“We treat every person with respect,” Concepcion said. “Homelessness is rarely a choice. It’s often caused by job loss, medical emergencies, domestic violence, or other life-altering events. Everyone deserves a second chance.”
Community Support is Critical
The MVSOC runs primarily on donations—from churches, businesses, agencies, and generous individuals. Grants help but only cover about 25% of their expenses.
The Outreach Center always welcomes monetary donations, but they also rely heavily on contributions of supplies such as:

The shelter provides beds, showers, laundry, three meals a day, a snack for residents, and free lunch and dinner daily to anyone in the community.
“Every dollar makes a difference,” Lori said. “Our ability to keep doing this work depends on the generosity of those who believe in our mission.”

“This center isn’t the result of just one person—it’s the result of a caring community. Our Board of Directors is incredible. Board President Dr. Amy Ross, Assistant Superintendent of West Plains Schools, has been invaluable. So have Pastor Dan & Marilyn Duncan of The Bridge Church, Pastor Greg Worley of His Place, the Trimmers (OHC Chaplains), and many more. Their selflessness and dedication are the backbone of everything we do.”

Meet the Director: Lori Concepcion
Born and raised in Elizabeth, New Jersey, Lori has dedicated over 30 years to the housing field—from housing authorities to consulting and more. Her drive to help others was passed down by her parents.
“I credit—or blame—my parents for my passion,” she laughed. “We didn’t have much growing up, but we were never without love or community. My mother was known for her generosity—no one ever left our home hungry. These values weren’t just taught—they were lived. It’s no surprise I’ve devoted my life to keeping people off the streets.”
She added,
“Seeing people find stability, reconnect with loved ones, and build new lives… that’s why this work matters.”
