Fugitive Arrested During Traffic Stop

On February 18, 2025, at approximately 10:21 A.M., School Resource Officer Deputy Brandon Barnes, patrolling with Deputy First Class Talon Millard during a school closure for inclement weather, conducted a traffic stop. The driver, identified as 47-year-old Lucas Stout of Wyoming, had an active nationwide extradition warrant for Felon in Possession of a Firearm.
 
Stout, who stated he was homeless and living in his vehicle in West Plains, was found carrying multiple large knives. Deputy Robert Malone and K-9 Spice responded to the scene, where the K-9 unit alerted to the presence of narcotics. A search of the vehicle uncovered a canister containing a white crystalline substance believed to be methamphetamine, drug paraphernalia, and 50 multicolored capsules suspected to contain fentanyl.
 
Stout was arrested on a Fugitive from Out of State charge with no bond. Additional charges from the Howell County Sheriff’s Office are pending, including Possession of a Controlled Substance, Unlawful Use of a Weapon, Drug Trafficking (2nd Degree), and Unlawful Possession of Drug Paraphernalia.
