Governor Parson Fills Three County Office Vacancies

JEFFERSON CITY, MO – On Friday, October 14, Governor Mike Parson announced appointments to three county office vacancies as well as appointed members to the Health and Educational Facilities Authority of the State of Missouri and the Kansas City Board of Election Commissioners.

Melissa Davis, of Charleston, was appointed as the Mississippi County Public Administrator.

Ms. Davis has served as a social worker for Charleston Manor since 2014 and has served as the facility’s Acting Administrator since 2021. She has nearly 18 years experience as a social worker in long term care facilities.

Robert Dobsch, of Washington, was appointed to the Health and Educational Facilities Authority of the State of Missouri.

Mr. Dobsch has been the President and Chief Executive Officer for the Bank of Franklin County since 1999. Prior to joining the Bank of Franklin County, he was the Executive Vice-President of Mercantile Bank of Central Missouri. Mr. Dobsch is a member of the Washington 353 Redevelopment Corporation, Washington Civil Industrial Board, and Washington Tax Increment Financing Committee. He earned a Bachelor of Science in public administration and public finance from the University of Missouri–Columbia and is graduate of the Graduate School of Banking at the University of Wisconsin–Madison.

Beverly Finch, of Patterson, was appointed as the Wayne County Assessor.

Ms. Finch has served as a Real Estate Clerk with the Wayne County Assessor’s Office since 2004. Prior to joining the Assessor’s Office, she worked for the Wayne County Sheriff’s Office.

Timothy Kean, of Rolla, was appointed as the Phelps County Assessor.

Mr. Kean currently serves as the GIS Coordinator and 911 Coordinator for the Phelps County Assessor’s Office. Prior to joining the Assessor’s Office, he worked as a survey draftsman and engineering technician for Elgin Surveying and Engineering, Inc. Mr. Kean is a designated Professional Missouri Mapper by the Missouri Mappers Association and has served as the organization’s President and Director. Mr. Kean earned an Associates of Applied Science in design and drafting from State Technical College of Missouri.

Ralph Munyan II, of Kansas City, was appointed to the Kansas City Board of Election Commissioners.

Mr. Munyan is the owner of Ralph F. Munyan Attorney At Law, LLC, a law firm providing business sale, acquisition, and contract law counsel. Prior to starting his firm, he was Vice President and General Counsel for Aplus.net and Codero.com. Mr. Munyan is a member of The Missouri Bar and Kansas Bar Association. He has served as a board member for Connecting For Good Inc. and as an advocate for the Kansas City No Violence Alliance. He also served as co-chair of the 2022 Committee for Reapportionment of the County Legislature. Mr. Munyan earned a Masters of Business Administration from the University of Kansas and a Juris Doctor from the University of Missouri–Kansas City School of Law.
