Man arrested & released on charges of Statutory Rape & Sodomy of a minor

West Plains, MO. – A Bolivar man was arrested last week on charges involving sexual crimes on a child.

Brian Russell Biggers, age 46, is charged with 1st-degree statutory rape and three counts of statutory sodomy, all with a person less than 14 years of age, and was arrested by the Howell County Sheriff’s Department on May 15, 2023.

The charges stem from an investigation on Biggers by the Christian County Sheriff’s Department, the Child Advocacy Center in Springfield, and the West Plains Police Department. The Christian County Sheriff’s Department started its investigation in 2014 following a female child reporting that her step-father, Biggers, had sexually assaulted her while she lived in West Plains. 

According to the probable cause statement, Biggers was a tattoo artist in Springfield at the time. The victim stated that he would return to the West Plains residence late at night and go into her bedroom in the basement to sexually assault her while touching himself. Other times, he would rape the child or force her to perform oral sex.

Investigators with the West Plains Police Department spoke to the victim’s mother, who stated they had lived in West Plains during that time and the victim would’ve been in kindergarten. She confirmed that Biggers would return late at night to the residence and believed he had become involved with an undisclosed illegal activity. 

The statement says Biggers refused to answer questions under the direction of his attorney during an April 2018 interview.

A grand jury indicted Biggers on April 30, 2023, and a warrant was issued for his arrest. Biggers was released on a $100,000 bond on May 17.
