Mayor Mike Topliff Addresses West Plains

To the Citizens of West Plains,
Those of you who recall the devastating “500-year flood” of 2017 undoubtedly found this weekend’s flooding to be eerily familiar. What some have already begun calling a “generational” flood brought intense rainfall and dangerous water levels to our area in a short amount of time.
Despite the massive amounts of rain and the significant flooding that followed, I am relieved to share that our community saw considerably less damage to homes and businesses than we did in 2017. That’s not to say this storm didn’t leave its mark—but it’s clear that the mitigation steps we’ve taken since 2017 have made a meaningful difference.
Two detention basins—the Galloway Basin and the North Fork Basin—played a vital role in slowing the flow of water through town. These basins, combined with better preparation by City staff, helped us face the storm with greater resilience. I want to especially commend Chief Chris Sterner and Chief Brian Bunch for their leadership and response during the emergency. I also extend sincere thanks to our electric crews who worked tirelessly to restore power Friday morning and afternoon, and to our Planning Department for their ongoing efforts in surveying and documenting the damage.
Still, no amount of preparation can lessen the heartbreak of losing members of our community. Tragically, two lives were lost during this flood event. On behalf of the entire City of West Plains, I extend my deepest condolences to the families affected. Please know you are in our thoughts and prayers during this incredibly difficult time.
This flood event has drawn the attention of local, regional, and national media. Coverage has appeared on The Weather Channel, ABC News, NBC News, and we’ve spoken directly with reporters from The New York Times. West Plains is once again in the national spotlight—not just because of what happened, but because of how our community has responded.
I also want to thank our state elected officials—Congressman Jason Smith, State Representatives Brad Hudson and Lisa Durnell—for doing what they can to help West Plains in our recovery efforts. Their support is greatly appreciated as we begin the hard work of rebuilding and moving forward.
As we’ve seen time and again, the people of West Plains have a remarkable way of coming together in the face of adversity. Whether it’s checking on a neighbor, volunteering time or resources, or simply offering a kind word—you are what makes this community strong.
I am so proud to be your mayor. And I am so proud of West Plains.
