A $330,111 settlement was awarded to Christopher Spates after the inmate at South Central Correctional Center in Licking was beaten by another inmate in 2018. Spates was handcuffed in a cell with another inmate at the time of the attack, while the inmate who attacked him was not restrained. Spates was convicted of the killing of a St. Louis woman in 2011.
