Missouri – The Missouri House of Representatives just gave the initial approval for a new bill. This bill is a crime package bill that contains multiple different key points of change. This bill will still have to go through the Senate and the Governor before it could become an official law.

The key points of the crime package are:

  1. There will be the creation of mental health treatment courts for any cases that stem from a mental health disorder or co-occurring disorder of defendants charged with a criminal offense.
  2. The penalties for suspects and individuals fleeing from the police officers will be harsher.
  3. There will be an increase in the minimum age at which a minor can be charged as an adult for any felonies. Current law has minors ages 12 and up as chargeable. With this bill, the age will be changed to a minimum of 14 years.
  4. The state will raise the daily reimbursement they give to a jail for incarceration of state prisoners to $45 a day per prisoner.
  5. Individuals convicted of a DWI will be required to pay child support if they kill a child’s parents while driving intoxicated.
  6. The state and county will be increasing Jury Duty pay from the current $12 per day.
  7. Convicted murderers will be put on a registry if they get out on parole. This will be set up similarly to the registered sex offenders list.
  8. There will also be a tougher punishment for individuals who fire a gun into the air for celebrations. This will be known as ‘Blair’s Law’. Blair Shanahan Lane was an 11-year-old girl who was killed by a bullet from celebratory gunfire hitting her neck as she stood in her backyard on July 4, 2011.
