A second drowning victim has been confirmed in the weekend floods. A 45 year old West Plains man attempted to cross a low water slab near Ramseur road inside of West Plains when his vehicle was swept off the roadway into Mustion Creek, he exited the vehicle and drowned. The victim was pronounced dead at the scene by acting Howell County Coroner Michael Pauly at 2:14 p.m. This was investigated by TPR. K.L. Hogan assisted by CPL J.R. Roberts.
