Transfers At MSHP General Headquarters

Colonel Michael A. Turner, superintendent of the Missouri State Highway Patrol, announces the following transfers effective September 1, 2026.

Major Steven V. Wilhoit, Executive Services Bureau, will transfer to the Criminal Investigation Bureau and serve as the bureau commander.

Wilhoit was appointed to the Patrol on July 1, 1996, as a member of the 72nd Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy in Jefferson City, he was assigned to Troop B, Zone 3, Linn and Chariton counties. On June 1, 1999, he transferred to Zone 2, Macon, MO. He was promoted to corporal and designated assistant zone supervisor of Zone 3, Linn and Chariton counties on March 9, 2003. Wilhoit also served as assistant zone supervisor in Zone 2. On December 1, 2005, he transferred to the Division of Drug and Crime Control, Troop B Unit, Macon. He was promoted to sergeant on June 1, 2008, and remained in that assignment. On July 1, 2014, Wilhoit was promoted to lieutenant and assigned to the Division of Drug & Crime Control, General Headquarters, Jefferson City. Wilhoit was promoted to the rank of captain and named commanding officer of Troop A, Lee’s Summit, MO on March 1, 2021. On January 1, 2026, Wilhoit was promoted to the rank of major and served as the commander of the Executive Services Bureau, General Headquarters.

Major Wilhoit was born in Shelbina, MO. He graduated from South Shelby High School, Shelbina, MO, in 1987. In 1991, he graduated from Central Missouri State University, in Warrensburg, MO, with a Bachelor of Science in criminal justice. Major Wilhoit and his wife, Shayla, have five children.

Captain Brandon M. White, Field Operations Bureau, will transfer to Troop F and will serve as the commanding officer.

White was appointed to the Patrol on January 16, 2001, as a member of the 78th Recruit Class. Upon completing his training at the Patrol’s Law Enforcement Academy, he was assigned to Troop F, Zone 8, Callaway County. In 2005, he transferred to Zone 11, serving Camden and Miller counties. He was promoted to corporal on May 13, 2007, and designated assistant supervisor of Zone 8, Callaway County. On July 9, 2009, he was promoted to sergeant and designated supervisor of Zone 9, Montgomery County. He transferred to the Training Division, General Headquarters, Jefferson City, and was designated an Academy instructor on June 1, 2011. In May 2019, he was promoted to lieutenant and transferred to Troop F. On November 1, 2022, he transferred from Troop F to the Field Operations Bureau, General Headquarters. White was promoted to the rank of captain and served as the assistant director of the Field Operations Bureau on April 1, 2025.

Captain White grew up in Houston, MO, and graduated from Houston High School in 1995. He earned an Associate of Science in criminal justice from Mineral Area College in Park Hills, MO. In 2018, White completed the Police Leadership: The WestPoint Model course. In 2021, he completed the Northwestern School of Police Staff and Command. Captain White lives in Jefferson City with his family: Stephanie, Sophie, Ethan, and Lucas.
