A Resolution of the City of West Plains, Missouri (Awardee) to provide an in-kind contribution of $634,737 cash and $500,000 in utility improvements to the Delta Regional Authority (DRA) and to designate, appoint and give authority to the City Administrator to perform certain duties and administration for the DRA, and in the event of an administration change, the new City Administrator shall continue to have such authority.
