According to the probable cause statement, officers with the West Plains Police Department investigated vehicles that had been spray painted with black paint at South 63 Motors, West Plains Auto World, and LNG Auto Sales. During morning inspections, employees of each business noticed multiple vehicles had been vandalized. A truck at Rent One in West Plains was reported on May 17, 2023, to have been damaged with black spray paint, as well.

Security footage from one auto lot showed a white man wearing a black hoodie, green shirt, army camo shorts, and unlaced work boots vandalizing the vehicles. The man appeared to have dark, short hair balding on top, a short thick beard, and glasses.

Security footage from Shane, Woods, and Rapp Accounting Firm showed the same suspect in the South 63 Motors footage painting buildings and fences in the area of Rent One on May 15, 2023.

An investigating officer showed images of the suspect to a business near Rent One if they had seen the man. The employees knew the man and identified him as Luck.

Police spoke with Luck on May 23, 2023, but he refused to speak with the officer. The following day, Luck contacted the W.P.P.D. wanting to confess to the crimes. Luck is reported to have told authorities he didn’t know what had come over him and he “would go walking with a can of spray paint and would paint cars just to be a punk or something.”

An arrest warrant for Luck was issued on June 29, 2023, with a bond set at $25,000.

Criminal charges, and any discussion thereof, are merely allegations and all defendants are presumed innocent until and unless proven guilty in a court of law.
