WEST PLAINS, Mo. — West Plains City Clerk Mallory Snodgras says the city is opening the compost pile at the solid waste transfer station this weekend so the public can dispose of their fall leaves.
She says the service is free for West Plains residents, and that city sanitation crews will pick up leaves for a fee:

She added that people should also remember the city is requesting people who plan to burn their leaves to call the city:
