Winona, MO. – Additional information has been found regarding the incident involving the arrest of two people in Winona for the murder of a missing Iowa man.
As mentioned in our previous story, Kyle Edward Sebree, age 32, and Heather D. McClendon, age 41, were arrested on December 14, 2023, for the murder of Shawn William Michael Kiger, age 31, of Cedar Rapids, Iowa, who had been reported missing on November 22, 2023.
It has been discovered that Kiger was a registered sex offender from Iowa for an incident that occurred when he was 18 with a person under the age of 13. According to the probable cause statement, an interview was performed on Santana Harris by the Johnson County Sheriff’s Office. Harris was the last known Iowa resident to have seen Kiger alive.
The PC statement revealed from Harris that Kiger was attempting to illegally purchase a gun and was informed by Harris that Sebree was selling guns through his Snapchat. Harris does not appear to have been charged with a crime at this time.
Kyle Sebree has a lengthy criminal history going back to 2014 in central Illinois where he has felony controlled substance convictions and is wanted in connection with stolen ATVs from May 2022. Additionally, He has been charged in Missouri for unlawful possession of a firearm, stolen property, and trespassing offenses from 2022.
The PC states on Nov. 21st that Kiger and Harris traveled to Winona, Missouri in his truck and met with Sebree and a person known only as ‘Alex’. Harris stated Sebree drove Kiger’s truck that day.
Harris indicated they purchased narcotics from a local woman and the two men smoked meth that day. Then, the statement skips time to the evening of the 21st, where Harris states Sebree and ‘Alex’ drove Kiger to a wooded area. The statement says Kiger was tied up in the bed of the truck with rope and his mouth was stuffed with a sock and taped shut. Harris told investigators they saw Sebree stop the truck in a wooded area, take Kiger out of the truck bed and walk him into the woods where they saw Sebree produce a gun and shoot Kiger in the back of the head. The statement says Sebree and Alex returned to the truck, leaving Kiger’s body in the woods. Harris indicated he then left Missouri and returned to Iowa with Kiger’s truck, where it was later found abandoned.
On December 14, 2023, two search warrants and an area search were enacted by the Missouri State Highway Patrol’s Division of Drug and Crime Control in Shannon County. The first sent investigators to an area off E Highway in the Winona area. The area to search was determined by location information provided by Harris’ cell phone from a forensic data extraction performed by the Johnson County, Iowa, Sheriff’s Office. There, the body of Kiger was located in the condition described by Harris.
The first search warrant was for the residence of Sebree, where rope matching the kind that Kiger’s wrists were tied with was found. A box for a .22 caliber rifle was found but the gun was not located. While being taken into custody, the statement says Sebree asked officers if he could leave his jacket at the residence. While initially granted, officers recovered the jacket and found seven grams of methamphetamine in a baggie.
The second warrant was for a residence on 3rd Street in Winona. It was found the occupant was Heather McClendon. Officers interviewed McClendon during this time and following her arrest. The statement says McClendon had seen the three people on the night of Nov. 21st but had not seen them since. McClendon is stated to have told authorities she had bought a .22 caliber rifle at a local gun store for Sebree to use because he was a felon and was unable to buy guns. In a post-Miranda interview, McClendon told investigators Sebree had taken a silver Hi-Point .22 caliber pistol from her purse without telling her and used that gun to kill Kiger. After learning that, McClendon is said to have sold the gun to a man in Arkansas. She also told authorities Sebree had told her about tying Kiger up, putting him in the truck, taking him to the woods, and shooting him in the head.
Kyle Sebree is being charged with 1st-degree Murder and 1st-degree Kidnapping. Heather McClendon is charged with 1st-degree Murder and Tampering with Physical Evidence in Felony Prosecution. Both are being held without bond.
