Third Winona suspect arrested for the murder of a missing Iowa man in November

Winona, MO. – A third person has been arrested in connection with the murder of Shawn Kiger, an Iowa man who had gone missing in November.

Tony A. Fox, age 35 of Winona, has been arrested by the Carter County Sheriff’s Office on the charges of 1st-degree kidnapping – facilitating a felony-inflicting injury-terrorizing and 1st-degree Murder. He is being held in custody without bond.

Kyle Edward Sebree, age 32, and Heather D. McClendon, age 41, were arrested on December 14, 2023, for the murder of Shawn William Michael Kiger, age 31, of Cedar Rapids, Iowa, who had been reported missing on November 22, 2023. A third person, initially identified as “Alex” in the probable cause statement, was being sought. The probable cause statement alleges Sebree retrieved a gun from McClendon and, with the help “Alex”, killed Kiger in a wooded area near Winona.

According to the probable cause statement on Fox’s case, McClendon was interviewed again on December 19th by investigators. During the interview, she was asked who was with Sebree when they returned to her residence after Kiger was shot in the back of the head. This time, McClendon told investigators it was Sebree, the informant who is not being charged in the case, and Tony Fox. She was able to identify Fox as the person by an image presented. Additionally, video surveillance was recovered from McClendon’s residence showing Sebree and Fox arriving in the victim’s vehicle after the alleged murder.
