Colonel Michael A. Turner, superintendent of the Missouri State Highway Patrol, announces the following transfer and promotion effective June 1, 2026.
Captain Andrew O. Tourney will transfer from the Gaming Division to Troop H where he will serve as the troop commander.
Capt. Tourney was appointed to the Patrol on July 1, 1995, as a member of the 70th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, his first assignment was to Troop H, Zone 2, Nodaway County. In December 2001, he was promoted to corporal and transferred to Troop H, Zone 5, Andrew/Buchannan counties. Capt. Tourney was promoted to sergeant in March 2004, and transferred to Troop H, Zone 4, Grundy/Livingston/Mercer counties. In October 2008, he was promoted to lieutenant and transferred to Troop C, Weldon Spring, MO. He transferred to the Gaming Division, General Headquarters, Jefferson City, and was designated an assistant director September 1, 2011. On October 1, 2022, he was promoted to captain and designated director of the division.
Capt. Tourney was born in Columbia, MO. He graduated from Hannibal High School in 1990. In May 1994, he earned a Bachelor of Science in justice systems from Northeast Missouri State University (now Truman State University) in Kirksville, MO. He attended the Northwestern School of Police Staff and Command in 2011. Capt. Tourney and his wife, Carrie, have two children.
Sergeant Donald K. Jones, Division of Drug and Crime Control (DDCC), General Headquarters, Jefferson City, will be promoted to lieutenant and remain assigned to DDCC where he will serve as an assistant division director.
Jones was appointed to the Patrol on October 18, 2004, as a member of the 83rd Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, his first assignment was to Troop I, Zone 4, Pulaski County. In August 2008, he transferred to Troop G, Zone 1, Wright County. Jones transferred to the Division of Drug and Crime Control (DDCC) for the Troop G Criminal Investigative Unit in October 2011. In April 2014 he was promoted to corporal. Jones was promoted to sergeant in April 2017 and transferred to the Troop D Criminal Investigative Unit in June 2017. He began supervising the Troop D Criminal Investigative Unit in April 2024.
Lieutenant Jones graduated from Ava High School, Ava, MO, in 1994. In 2012, he received his certification as a polygraph examiner from the Northeast Counterdrug Training Center. Lt. Jones graduated from the 305th Command Institute for Law Enforcement Executives. In 2021, he graduated from the Police Leadership: The West Point Model. Lt. Jones and his wife, Alisha, have two children.
